Neighbourhood Plan

The Parish of East Dean and Friston (including Birling Gap, Crowlink and Gayles Farm) is now in the process of developing a Neighbourhood Plan under existing national guidelines.  This is an initiative of the Parish Council with full support and involvement of the Residents’ Association.  Our statutory Planning Authority, the South Downs National Park Authority (SDNPA), is also supportive. Financial support for the process through local government agencies has been obtained for our local initiative.  A local Neighbourhood Plan Steering Group has been established and is meeting regularly.

What is a Neighbourhood Plan?

A Neighbourhood Plan is a community-led framework for guiding the future development and growth of an area.  It may contain a vision, aims, planning policies, proposals for improving the area or for providing new facilities, or allocations of key sites for specific kinds of development.

Such a plan relates to the use and development of land and associated social, economic and environmental issues.  It may deal with a wide range of issues – like housing, employment, heritage, transport and environment – or it may focus on one or two issues that are of particular importance in a local area.  It does not deal with roads, transport, communications, etc that are the responsibility of other bodies, although of course it can make recommendations and reflect local concerns.

Once complete, the plan will be subject to examination and referendum, and will then form part of the Local Development Plan.  In our case, this was prepared by the SDNPA and is currently being revised.  This statutory status gives neighbourhood plans far more weight than some other local planning documents such as parish plans, community plans and village design statements.

Progress

East Dean and Friston already has a Village Design Statement (2004, revised in 2016). Under the current neighbourhood planning process we are revising and expanding this document, which will then become the core of our full plan.

We intend to get a draft plan, including revisions of the current Village Design Statement, completed by April 2024.  This will then go to a parish-wide vote. Once approved, it will form the basis for a more complete Neighbourhood Plan by April 2025.

To date, there have been two public consultations (September 2023 and January 2024), including a parish-wide distributed questionnaire.  One of the outputs was a Parish Priorities Statement, which was submitted in November 2023 as a significant local input into preparation of the SDNPA Local Plan.
